Indian River County Administration Complex

Song + Associates was awarded the Master Site Plan Project and the Implementation of the Design and Construction of a new 165,000 SF, 14-department County Administration Complex for the Board of County Commissioners in Indian River County, in association with local architect Donadio Associates. Song + Associates’ primary responsibility is programming, master planning, architectural and interior design, quality assurance/quality control of construction documents and project management. The Master site planning, assessment study and programming involved intense meetings with the users, the Commissioners and staff members of the County, which resulted in consolidating 14 departments and elected official functions of the County. They include: Board of County Commissioners; County Administrator; County Attorney; Public Works; Clerk of the Circuit Court; Utility Services; Human Resources; Community Development; Emergency Services; Supervisor of Elections; General Services; Property Appraiser; Tax Collector; and Recreation. Specialty programmed areas include training areas, a new commission chamber and an Emergency Operations Center with related supporting areas.

The project included verification of the previous space needs study for the County. The projected growth for the next 5- and 10-year periods included the comparison of the existing to the new facility. The complete master plan for the site included an in-depth analysis of the adjacent parcels, elements of phasing to incorporate the existing Health District Building, employee demographics, zoning, traffic patterns, and future roadway development. The new buildings include a three-story and a two-story building, which are arranged along with the Health Department Building to create a new Civic Plaza and landmark center for governmental services. The placement of the new building also incorporates saving existing monumental oak trees. A portion of this project includes, in detail, interdepartmental relationships, departmental efficiencies, departmental adjacencies, public access and community usage. Services provided entailed data collection, functional analysis, departmental organization and space planning, incorporating efficient work space standards, which are being developed to become the Standards for Indian River County.
